Introduction of Skim Insurance Pekerjaan ("SIP") / Employment insurance scheme ("EIS")

Malaysia Government has introduced a new Skim Insurance Pekerjaan ("SIP") on 17 Mac 2017. This scheme will be conducted with effect from 1 January 2018. This scheme was implemented after Akta Sistem Insurans Pekerjaan 2017 (Akta 800) was passed in the Parlimen on 19 December 2017.

SIP is a social protection which aim to help those employee who lost their job. Apart from the financial assisstant. employees looking for new jobs will also be provided assistance with job search, career counselling and job suitability under the EIS.

What you should know about SIP is you are an employer?
SIP is open for registration on January 2018. All employer is required to make a  contribution to this scheme if you are employing any employee. The registration form could be downloaded from the offical website https://www.perkeso.gov.my/sip/index.php.

If you are existing employer who has registered for PERKESO, kindly use form SIP1A to register as SIP employer.

Definition of salary
The definition of salary is the same as the definition gaven under SOCSO Act.

Any  remuneration payable in money to an employee is taken as wages for purposes of SIP contributions. This includes the following payments:
i. Salary
ii. Overtime payments
iii. Commission and service charge
iv. Payments for leave; such as annual, sick, maternity, rest day,
public holidays and etc
v. Allowances such as incentives, shift, food / meal, cost of living, housing and etc


All payments made to an employee paid at an hourly rate, daily rate, weekly rate, piece or task rate is considered as wages. However the following payments are not considered as wages:
i. Payments by an employer to any statutory fund for employees
ii. Mileage claims
iii. Gratuity payments or payments for dismissal or retrenchments
iv. Annual bonus

SIP contribution will be conducted through Assist Portal Perkeso. Hence all employer is encouraged to apply for ID Portal Assist Perkeso first as it will ease the future contribution. The application could be done through email at idportal@perkeso.gov.my or fax / post to the relevant Perkeso office.
